Hon. Justice M. Umukoro - Chief Judge of Delta State
Hon. Justice Marshal Umukoro was born on the 24th day of May, 1956 in Benin City, Edo State to Late Mr. Daniel Umukoro and Late Mrs. Mary Umukoro of Ekiugbo-Ughelli, Ughelli North Local Government Area of Delta State.
He attended St. Thomas’s Catholic Primary School, Benin City from 1961 to 1966. From there, he proceeded to St. Ambrose’s College Usiefrun, through the instrumentality of Benson Asore his brother inlaw. He was there from 1968 – 1972 where he bagged his West Africa School Certificate in flying colours. While awaiting his School Certificate result, he was employed by Government as a Clerical Assistant and posted to Magistrate’s Court Orerokpe. When the WAEC result was released and Civil Service bureaucratic processes delayed his conversion to Clerical officer, he left for Auchi Polytechnic Benin Branch, Benin City and got employed as an Account Clerk in 1975. While there, he read for his Higher School Certificate Examination in Institute of Continuing Education, Benin City and passed four Papers in 1976. He was admitted into UNIBEN for Sociology and then UNIJOS for Law. He chose UNIJOS in October 1976 and by 1980 he passed the final Bachelor of Laws Degree and awarded a Second Class Upper Degree. He was admitted into the Nigerian Law School, Victoria Island, Lagos and called to the Bar on the 10th July, 1981. For his NYSC Programme, he was posted to Kano State and served as a Pupil State Counsel in the Kano State Ministry of Justice. At the end of the NYSC Programme in 1982, he was engaged as a Counsel in the Law Firm of Y.M. Na-Allah & Co., Kano from July 1982 to December 26th 1985. He had his first car a 504 in February 1982 while still serving. He was sworn in as Magistrate Grade II on Grade Level 09 on the 27th December, 1985 by Late Hon. Justice J.A.P. Oki OON Chief Judge of Bendel State. As a Magistrate he served in Urhonigbe, Agbor, Effurun, Warri, Sapele, Oghara and Koko. At 12 years at the Bar, and under 40 years of age, His Excellency Chief Felix Ibru elevated him to the High Court Bench. As a Judge he has served in Orerokpe where he worked as a Clerical Assistant, Oghara, Asaba, Oleh, Warri. As a Judge he has served as Chairman Armed Robbery and Fire-arms Tribunal in 1999, Chairman of Governorship National Assembly and Legislative Houses Election Tribunal in Oyo State in 2003, Chairman of Commission of Inquiry into Warri South-West Local Government Council, Member of Election Tribunal, Enugu State and Chairman of Local Government Election Tribunal. He has delivered several papers at different fora and served as Resource Person for the National Judicial Institute since 1999. He has attended several seminars, workshops and conferences in Nigeria and Overseas. His recent paper was delivered only on Saturday 22nd May, 2015 – titled: Enhancing Peace and Conflict Resolution Amongst People at the Rotary International District 9140 Conference, Effurun. Many of his Judgments have been upheld on appeal in both civil and criminal cases. He was appointed Acting Chief Judge by His Excellency Dr. E. Uduaghan on 4th May 2015 upon the retirement of Hon. Justice Z.A. Smith. He has been recognised by many educational, social and faith based bodies. He became the 7th substantive Chief Judge of Delta State on 28th May, 2015.
He is a devout Catholic and happily married to Mrs. Lizzy Emuobo Umukoro, a Graduate Nurse and Assistant Director of Nursing in the Delta State Hospital Management Board. She is the Matron of Secretariat Clinic, Ministry of Health, Asaba. They are blessed with children.
